[Bug 2034036] [NEW] Fix s390x build of 1.7.0-2 by skipping low-endian tests

Dipy is failing to build[1] because of

  E   ValueError: Little-endian buffer not supported on big-endian
compiler

The attached debdiff contains a patch to disable those tests on big
endian architectures.

The package then builds as per [2].
