Please sync phpmyadmin 4:5.2.1+dfsg-2 (universe) from Debian unstable

Explanation of the Ubuntu delta and why it can be dropped:
  * Require PHP >= 8.0 (LP: #2016016)
  * Require PHP >= 8.0 (LP: #2016016)

We are no longer shipping PHP7 so this is redundant.

  * Allow symfony 6
  * Add patches for phpunit 10 (Closes: #1039803)
