You're right, the code doesn't check for wayland. Overall the logic is flawed and has been for a long time. I think schopin plans on working on needrestart integration during the Noble cycle, which is probably the only way to make this actually work well. This is why I didn't try to change the code further: I removed dead code and associated debconf dependency but didn't change the behavior of the live code, hoping it can be dropped soon.
