I agree with your assessment - those code paths cannot be reached on upgrades from anything in Jammy or newer, hence it is safe to drop.

Suggestion: one thing I noticed is that the remaining check for reboot notifications does not account for Wayland IIUC. Since you're cleaning up this postinst already, it would be good to update that check as well. I also thought `echo $pkgname >> /run/reboot-required.pkgs` was the "current" way to express this these days, but I am not positive on that one.
