[Bug 2043494] [NEW] Please sync onednn 2.7.4-2 from Debian unstable

Our delta in onednn (i.e., 2.7.4-1ubuntu1) was inserted to fix a FTBFS
issue on arm64 (see bug 2028759).

Debian released 2.7.4-2 to address the issue. Their implementation is
different but it should be enough to go back to syncing.
