Bug description:
[Impact]
* We have customers who want the new version of adsys backported to
Jammy and it requires the 1.20 version of the Go toolchain. This can
be achieved by backporting the golang-1.20 package, which is available
in Lunar, to Jammy as a separate versioned package.
[Test Plan]
1. Ensure Golang 1.20 is published in -proposed;
2. Start a build with a package that requires Golang 1.20 (dependency + PATH set to the Golang 1.20 go binary)
3. Ensure the package builds successfully;
4. Run "go version" which should display: "go1.20.x" (x being the version uploaded).
[Where problems could occur]
* Packages that depend on the new version not being able to compile;
* Since it's a separate package rather than an update of the current one, there will be no difference on the existing ecosystem.
