[Bug 2026215] [NEW] Unable to synchronize openjdk-8 due to hard libtestng7-java dependency

openjdk-8 in Debian uses jtreg6 for tests but the test suite depends on testng version 6 rather than 7.
Current version of the package has a Depends: relation with libtestng7-java.
Demote relation to Recommends: so that openjdk-8 can be synchronized.
