Explanation of the Ubuntu delta and why it can be dropped:
  * d/rules: use external libssh2, as the nmap dfsg tarball no longer has it
    bundled (LP: #1970630)

  * No-change rebuild against openssl3
  * No-change rebuild against openssl3


The Ubuntu specific configuration in rules has been removed from Debian too.
