  Backport xilinx-bootgen (2022.2-2ubuntu1) to kinetic and jammy

  [Test Plan]
  Generate bootX.bin by xilinx-bootgen 2022.2-2ubuntu1 and check if system can boot without any problem.
  Boards: VCK190 and ZCU102

  [Where problems could occur]
  xilinx-bootgen is used for generating boot.bin. If system can boot with boot.bin, it should be a low-risk SRU.
