Explanation of the Ubuntu delta and why it can be dropped:
  * debian/rules: Exclude Kleopatra compatibility tests (LP: #2044109)

This is now resolved in the Debian package as well.

Then the whole testsuite seem to have been removed by upstream in the newer version https://salsa.debian.org/java-team/pgpainless/-/commit/93e843f061874851b9553dcd319e321cf9547680?page=8#85b1d2519e792274d88d74f9149c7de65391928c

The package builds without issues in Debian's reproducible builds
report.
