[Merge] ~adam-retter/uvtool:emu-riscv64 into uvtool:main

On the packaging side of this we will need to add dependencies to (recommends maybe?):
 - qemu-system-misc as risc64 i in there and not pulled in by default through libvirt
 - opensbi - for the FW that will be needed
 - u-boot-qemu - for the bootloader that is needed
I got this from experience emulating that and it is the same in Xyprons manual howto, and Adam mentioned it on his blog.

@Robie will you do that when releasing a new version?

But be careful, there is more about what is needed and what isn't later
