Debian upstream have now got 9.4.3.0, but in experimental. Given
unstable is still on 9.3.9.0, Chris' suggestion to add a couple of
patches from 9.4.1.0 (which can easily be reverted by syncing 9.4.3.0
if/when it lands in unstable) sounds like a sensible way forward.
I'll sponsor this (with one minor tweak to the changelog to specify this
launchpad bug, rather than the upstream debian one which is already
fixed).

Bug description:
jruby 9.3.9.0+ds-8 is stuck in -proposed with failing autopkgtests.
amd64 previously failed but now passes. armhf, ppc64el, s390x
currently fail.
All tests pass in Debian.
