[Bug 2045634] [NEW] Missing riscv64 build due to cyclic dependency

You have been subscribed to a public bug by Heinrich Schuchardt (xypron):

lua-nvim and nvim have a cyclic build dependency leading to not building
for riscv64. On the lua-nvim side the build dependency is defined as:
"neovim <!nocheck>" which should allow bootstrapping by setting
DEB_BUILD_PROFILES.
