[Bug 2031450] [NEW] please update jtreg7 to 7.3 upstream release

Jtreg 7.3 is mandatory for openjdk-22 build-time tests.
openjdk-22 is currently in early access and we publish those in[1].

Note: The current FTBFS of openjdk-22 is being worked on upstream[2]
