  Snapshot into mantic

Status in cloud-init package in Ubuntu:
  Fix Released

Bug description:
  I'm looking for sponsorship to include a cloud-init new upstream
  snapshot along with some small packaging changes into mantic. These
  changes are needed before cloud-init can SRU a hotfix.

  Note that I already have PPU credentials for cloud-init, but it was stipulated that I need additional review for any packaging-related changes, so I'm really just looking for review of the commits represented here along with the changelog (the changelog has changed since this commit):
