Explanation of the Ubuntu delta and why it can be dropped:
With LP #1972805 we tried to upgrade to version 1.0.9. This failed
due pytest/doctest finding deviations in documented examples related
to numerical accuracy. These could be fixed with upstream patches.
But version 1.0.9 does not build anymore due to the deprecation of
llvmlite.llvmpy.
As the delta between version 1.0.9 and version 1.0.22 is mostly bugfixes
and documentation and 1.0.22 builds in a ppa. we should merge 1.022
from Debian.
