  Enable JIT compiler on RISC-V

Bug description:
  OpenJDK 19 implements JEP 422 "Linux/RISC-V Port" which provides the
  Hotspot JIT compiler for RISC-V. In our Debian package the compiler is
  not enabled. This impacts performance.

  With the debdiff below Hotspot is enabled.

  When building the package locally the JavaDoc generated. On RISC-V I
  saw a build error due to the default $stalled_pkg_timeout = 150 of
  sbuild. This is why I increased verbosity for this build step.

  Please, consider enabling Hotspot for RISC-V.

  I have created a Debian bug #1020545 for this.
