[Bug 1989733] [NEW] [FFE] build ubuntu-desktop package for riscv64

You have been subscribed to a public bug by Łukasz Zemczak (sil2100):

Currently the ubuntu-desktop and the ubuntu-desktop-minimal package are
missing for riscv64. This makes it difficult for users to upgrade from a
server image to a full desktop.

Ubuntu-destkop and Ubuntu-desktop-minimal are just meta packages. So the
only problems that could arise for a user are:

* the package is not installable if a dependency is missing
* the numerous dependent packages may exceed the disk space.

As the riscv64 packages have not existed before and are not included in
any images there is no regression risk.
