KInetic

U-Boot 2022.07+dfsg-1ubuntu4.1 in kinetic-proposed was built using
package hart-software-packages and boots fine.

Bug description:
  [Impact]

  The new upstream release integrates all our patches.

  We only package the payload generator which has the following changes:
  - ability added to override context boot image name in YAML
  - deprecated OpenSSL APIs replaced by current API

  [Test Case]

  Build u-boot-microchip. Check that PolarFire Icicle Kit board boots.

  [Regression Potential]

  Hard to say, but since there's a limited set of users, I think this is
  safe.
