I can confirm dpkg-source does complain about files being patches
multiple times by a single patch, and it makes it a fatal error. That
doesn't sound right to me, but this is not the place to discuss it. If I
apply the patch with quilt before building the source package, the error
goes away.

Title:
  Merge for xdg-desktop-portal 1.14.4 from Debian unstable

Status in xdg-desktop-portal package in Ubuntu:
  Fix Committed

Bug description:
  This is a merge request for 1.14.4.

  ==> debian/changelog <==
  xdg-desktop-portal (1.14.4-1ubuntu1) UNRELEASED; urgency=medium

    * Merge from Debian. Remaining changes:
      - debian/patches/{01..11}webextensions-portal.patch
    * Single patch file was split into multiple files to avoid dpkg-source
      complaining that it patched files multiple times.
