I want to upgrade Tor to the latest upstream release (0.4.7.8) due to
changes in the Tor protocol, security fixes and other bug fixes.

Relays running on the versions in Bionic and Focal are rejected in

[Test Plan]
Install the new version or upgrade to the new version (both cases must be tested), check that Tor starts normally, run other tests, remove and reinstall. Run a large number of applications that use the Internet under torsocks and check that they function properly.

[Where problems could occur]
Bugs in the packaging could make Tor uninstallable or unable to start. The tor binary package has a large number of reverse dependencies and the upgrade could create incompatibilities or other bugs in them.
