Upstream (i.e. Debian maintainer of debian-goodies) here. For me that
"which matches what the package description implies" feels quite
offensive because it implies that the author of the package description
does not know what he's writing. But from my point of view this
phrase/claim is just plain wrong.
The package description clearly says "Hard dependencies of single tools
are listed in the Recommends field". And popularity-contest is a hard
dependency of popbugs as also mentioned in the package description:
"Display a customized release-critical bug list based on packages you
use (using popularity-contest data) [python3, popularity-contest]"
Accordingly it's also useless to forward that patch to Debian as it will
be rejected as it does NOT comply with the definition of Recommends and
Suggests in the package description.
So please refrain from using that phrase in the Ubuntu changelog and
just write what's the real cause: Ubuntu just wants to have popularity-
contest "demoted".
