I think this resolves the issue raised during the MIR process.

Bug description:
As pointed out in an MIR for plocate [1], it is possible for the
source package to include binary content in obj-x86_64-linux-gnu/ [2].
To remedy this, the debian/source/include-binaries file should be
removed from the package.
