[Bug 1998641] [NEW] Sync xserver-xorg-video-vmware 1:13.3.0-3.1 from Debian unstable

The delta between 1:13.3.0-3 and 1:13.3.0-3ubuntu1 was introduced in LP:
#1991117 to fix a failure to build from source with GCC 12, as noted in
its change log:

  * d/p/fix-missing-array-notation.patch:
    - cherry pick an upstream change to fix the build with the new gcc
      (LP: #1991117).

This cherry-pick has been incorporated in Debian (bug 1021182[1]), and
since that was the only delta, we can sync it.
