Another bootgen packages called xilinx-bootgen[1][2] is available on
Ubuntu. So, we don't need bootgen-xlnx on Ubuntu archive now.

Bug description:
  [Impact]
  * Xilinx requested to backport the package called bootgen-xlnx to jammy, and bootgen-xlnx is a tool used to generate boot.bin file for booting machine.

  [Test Plan]
  * Xilinx team has verified it works.
  * Compare boot.bin generated with different version of bootgen-xlnx.
      - Generated boot.bin with version 2020.2-0ubuntu5, it is able to boot the machine.
      - Generated boot.bin with version 2022.1-1-0ubuntu1, it is able to boot the machine.
      - Both generated boot.bin are actually identical.

  [Where problems could occur]
  * This is a low-risk SRU because
       - It is an official release from Xilinx, and they have verified it as well. 
       - I have verified the new release with the above mentioned test plan.
