[Bug 1987304] [NEW] gtk3 fails to build from source in kinetic

gtk3 has build test failures in kinetic but not in Debian Unstable.

(It built on riscv64 because we skip the build tests there).

My initial impression is that this is a reftest issue. The reftests are
frustrating because dependency changes can lead to images that vary by
as little as one pixel and fail the test. And upstream doesn't provide a
precise list of dependency versions they are using either.
