Explanation of the Ubuntu delta and why it can be dropped:
  * No-change rebuild to build packages with zstd compression.
  * No-change rebuild to build packages with zstd compression.
  * Import an unreleased debian patch to better address the s390x FTBFS
    - debian/patches/werror
  * Import an unreleased debian patch to better address the s390x FTBFS
    - debian/patches/werror

Werror patch has been included in Debian package.
