The diff applies Depends and Build-Depends change from Debian upstream,
while retaining quilt on Build-Depends. All patches are refreshed to
apply cleanly. In d/patches/ubuntu-settings.patch, references to Impish
(21.10) are replaced with Jammy (22.04).

      + debmirror: Drop versioned constraint on libwww-perl and perl in Depends.
