Please sync numpy 1:1.21.4-2 (main) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * Cherry-pick upstream commit for Python 3.10 compatibility
  * Do not run the tests for the debug build for now,
    python3-numpy-dbg should be removed soon, see #994316

The cherry-picked commit is now incorporated, by way of picking up the new
upstream version.
The commented out test run has been removed outright from the rules file.
