  regular users can't run tuptime (regression, autopkgtest failure)

Status in tuptime package in Ubuntu:
  Confirmed

Bug description:
  Due to permissions on /var/lib/tuptime as created by recent adduser,
  users which need the world permission bits to read that directory will
  be unable to run tuptime.

  The error takes the form of:
  ERROR:Checking DB file "/var/lib/tuptime/tuptime.db": unable to open database file
