Bug description:
  [Impact]

  it is proposed to be updated from 2.x to 3.x in 20.10/21.04 circle.
  The detailed impact can be found on LP: #1895525.

  [Test Case]

   * Follow the testing process outlined in https://wiki.ubuntu.com/wslu-Updates
   * Run the autopktest in a WSL environment.
   * View the result of the test, with 7 Windows Explorer open and 3 webpage open on the default browzer.

  [Regression Potential]

  This is a large version update from 2.x to 3.x. according to the
  previous process merging to groovy on bug LP: #1895525, there is no
  clear issue. Potential regressions would be a result of badly
  generated ~/.config/wslu/.
