Explanation of the Ubuntu delta and why it can be dropped:
  * python-netifaces-dbg: Depend on python2-dbg.
  * Fix installation of python3.8 extension.
The Python 3.8 extension installation was fixed in 0.10.9-0.1, and python-netifaces-dbg was dropped in 0.10.9-0.2.
