Explanation of the Ubuntu delta and why it can be dropped:
  * Use debhelper 12 compat level for now (until Ubuntu has debhelper 13).
  * Use debhelper 12 compat level for now (until Ubuntu has debhelper 13).
  * Use debhelper 12 compat level for now (until Ubuntu has debhelper 13).
  * Build using python2.

Should be syncable, Ubuntu has had debhelper 13 for a while now.

  * Team upload.
