Bug description:
Asking for a FFe here since upstream is specially interested into
having changes in 9.3.0 in the latest Ubuntu which fixes an important
behavior bug, see: https://github.com/osrf/sdformat/issues/367

Testing:
I've used our buildfarm to inject the packages created by my testing PPA in a Groovy docker container. Installation is good, smoke test starting up Gazebo (main consumer of sdformat) is also sane. (build fail is related to docker + alsasound nothing to do with this bug).
