Explanation of the Ubuntu delta and why it can be dropped:
  * Use pkg-config to find libxml2 linker flags (fixes Debian #949486).
  * Use pkg-config to find libxml2 linker flags (fixes Debian #949486).
  * No-change rebuild to build with python3.8.

Patch has been added to the Debian package.
