Explanation of the Ubuntu delta and why it can be dropped:
  * Drop hard-coded build-dependency on obsolete libcasa-python3-3.

The build dependency has been dropped from the Debian package too.

Changelog entries since current focal version 3.2.0-1ubuntu1:

python-casacore (3.2.0-2) unstable; urgency=medium

  * Drop specific libcasa-python3-3 build dependency (Closes: #949546)
  * Push Standards-Version to 4.5.0. No changes needed
