The debdiff looks good but you'd also want to set the release to the
development version of Ubuntu (currently hirsute) instead of UNRELEASED.

  Description: compliments pam_motd in libpam-modules

  update-motd doesn't tell pam_motd that it thinks the clothes it's
  wearing today look particularly awesome ("compliments").  Rather, it
  acts as a partner to pam_motd ("complements").
