Explanation of the Ubuntu delta and why it can be dropped:
  * No-change rebuild to drop python3.7.
  * No-change rebuild to drop python3.7.
  * No-change rebuild with fixed binutils on arm64.
  * Build-depend on dh-python.
  * Build --with python2,python3.
  * No-change rebuild to generate dependencies on python2.

Most of the changes listed above are actually no-changes.  The ones
that are true changes are related to Python 2 adjustments in the
package, which will no longer be needed since Debian's mod-wsgi
dropped Python 2 support.

  * Depend on the python2.7 binary package for the 2.7 interpreter.
    (Closes: #966763)
  * d/control: Bump debhelper-compat to 11 (from 9).
  * d/control: Bump Standards-Version to 4.5.0.

  * Run wrap-and-sort.
  * d/gbp.conf: use debian/master as default branch.
