[Bug 1892096] [NEW] dgit-mirror-ssh-wrapper broke (again) due to rsync update

Due to a recent rsync upgrade, dgit-mirror-ssh-wrapper broke again.  An
explanation of why this happens can be found in the bug linked above, as
well as a fix that was replicated for this bug.

I'm filing this because I have a fix and would like sponsorship for it.
dgit is currently blocking the migration of rsync.
