Title:
Please sync rs 20200313-1 (universe) from Debian testing (main)

Status in rs package in Ubuntu:
  Fix Released

Bug description:
I’ve just fixed some bugs upstream in rs (mostly by rebasing on top of
OpenBSD’s latest) and modernised the Debian packaging (debhelper 12,
autopkgtests, etc). Those bugs were reported by a user on Ubuntu.

As DebianImportFreeze is active (as far as I can tell, anyway), here’s
an explicit sync request. It’s a sufficiently low-used leaf package,
so the risk should be minimal, and there’s now autopkgtests anyway (in
addition to the test run during build time).

There are no Ubuntu changes to rs currently.
