[Bug 1820092] [NEW] Please sync pax (1:20190224-1) from Debian buster/testing (main)

Should be easy, there are no Ubuntu changes, just the import of the
latest Debian version is missing.

As this fixes an only haphazardly patched security issue with a proper
fix including proper autoconf-like detection, this release is urgent.
