Nevermind the comment above; I fixed it myself (there's no point in
having a roundtrip just for that); uploaded the package as retrieved via
the dsc (https://launchpad.net/~ubuntustudio-dev/+archive/ubuntu/dev-
testing/+sourcefiles/carla/1.9.13-0ubuntu1/carla_1.9.13-0ubuntu1.dsc).

Bug description:
  New package for Ubuntu, specifically, Ubuntu Studio, to replace jack-
  rack in functionality and provide even more functionality. This
  package has been a long-requested feature that we believe fits
  perfectly into the Ubuntu Studio ecosystem.

  All code is in the lp:carla git repo. We have been testing it using our autobuild ppa:
  ppa:ubuntustudio-dev/autobuilds (https://launchpad.net/~ubuntustudio-dev/+archive/ubuntu/autobuild)

  We plan to upload to Debian after the Buster freeze, but would like
  Carla to be part of Disco. The package is an application and should
  not interfere with anything else. We would appreciate an
  acknowledgement from the release team ASAP, as we need sponsorship to
  get it uploaded.
