Explanation of the Ubuntu delta and why it can be dropped:
  * Revert PIE changes for the latest dpkg.
  * Revert PIE changes for the latest dpkg.
  * Revert PIE changes for the latest dpkg.
  * Revert PIE changes for the latest dpkg.
  * Revert PIE changes for the latest dpkg.
  * Disable PIE during build for now on all archs.
  * Disable PIE during build for now on all archs.


The current Ubuntu delta is effectively empty.

    - Add Rules-Require-Root: no annotation,  as we don't need root
  * Bump Standards-Version
  * Avoid unused libraries with -Wl,--as-needed
  * Release to experimental due to freeze
