note that there is also bug 1674509 (which is being actively worked on)
... i'm not sure it will help for the server install though, unless we
start using the bluez snap there.

Bug description:
Bluetooth support on the Raspberry Pi 3 requires a couple of firmware
blobs and some configuration to ensure the correct serial UART is
symlinked to /dev/serial1. It shouldn't be made to work "out of the
box" as this effectively disables the serial console for boot, but it
would be nice to be able to install one package (e.g. pi-bluetooth)
and have things work after a subsequent reboot.
