[Bug 1767215] [NEW] New upstream microrelease flatpak 0.11.7

This is a request to SRU the latest microrelease of the 0.11 series of
flatpak into bionic.

[Impact]

New upstream micro release of flatpak, which brings fixes and
improvements to the 0.11 series.

Bionic is currently at 0.11.3, whereas 0.11.7 is available upstream.

[Test Case]

The bugs being resolved are not simple to reproduce, see the test plan
below for testing flatpak itself.

[Regression Potential]

Flatpak has a test suite, which is run on build across all architectures
and passes.

There is also a manual test plan

confirmed that 0.11.7 passes with this test plan.

Flatpak has autopkgtests enabled
http://autopkgtest.ubuntu.com/packages/f/flatpak which is passing on
bionic.

Regression potential is low, and upstream is responsive to any issues
raised. (upstream quickly fixed two regressions I found when testing
prior versions with the test plan).
