Title:
Enable scrolling for "Formats" and "Input Sources"

Status in gnome-control-center:
  Confirmed
Status in gnome-control-center package in Ubuntu:
  Fix Released

Bug description:
The fix of bug #1727710, which deals with the presence of many
installed languages, enables a scrollbar when needed for the first
"Language" window in the region panel.

To completely handle the presence of many installed languages, we need
to enable scrolling for "Formats" and "Input Sources" too.
