Please sync apper 1.0.0-1 (universe) from Debian unstable (main)

Apper was in Ubuntu before and has been missing for a while, because it
was blacklisted for reasons that are now invalid. It would be great to
have it back, especially because many KDE users have requested it to be
available in the past.
