* Update debhelper level to 11:
- remove dh-autoreconf build dependency.
* Update Standards-Version to 4.1.3:
- change package priority to optional.

Bug description:
"libsidplay1" package supports Multiarch (Debian bug #777224), but
actually amd64 and i386 packages can't be installed at the same time.
"gstreamer1.0-plugins-ugly" package depends on "libsidplay1v5"
package, so "gstreamer1.0-plugins-ugly:amd64" and "gstreamer1.0
-plugins-ugly:i386" can't be installed at the same time. "gstreamer1.0
-plugins-ugly" package contains MP3 decoder plugins, so it's useful
for users who use 32bit Wine on 64bit OS.
