  Please sync pybigwig 0.3.11-1 (universe) from Debian unstable (main)

  Explanation of the Ubuntu delta and why it can be dropped:
    * No-change rebuild to build for python3.7.
    * No-change rebuild against python3.6
    * No-change rebuild against python3.6
    * No-change rebuild against python3.6
    * No-change rebuild to build with python3.6.
    * Rebuild to add support for python 3.6
    * Revert PIE changes for new dpkg
    * Disable PIE for building a Python extension
    * Disable PIE for building a Python extension

  With the PIE changes reverted again, the delta is effectively empty.
