[Bug 1749783] [NEW] php-defaults stuck in bionic-proposed

At least php-phpdocumentor-reflection (leaf package) should be removed,
as even the latest upstream release (3.0.1) is still only compatible
with php-parser 1.x and if patches to bump that dependency it is unable
to pass its own tests with the versions of packages in bionic-proposed
currently. The php-parser dependency has been bumped upstream, but not
in a released version and the divergence between the upstream master and
develop branches is significant.

I will update this bug with additional packages as encountered.
